Shop Rules

With approval from HenryXP i am ruling that:
1. "Hobby Shops" will not be allowed.
2. Everything GFX must go through Obito xD and H3R0's approval.
--including but not limited to: Forum appearance, Portal appearance, GFX
shops, and GFX showcase.
3. All the deck Shops will and must be approved by Deckmaster
4. GFX stays in GFX Shops and GFX sections and decks stay in the Deck showcase and Deck Shops.
